More Filipino Workers Needed in Manitoba | RP, Manitoba renew agreement on HRD, OFW deployment

The Department of Labor and Employment (DOLE) Department of Labour and Immigration (LIM) signed today the renewed Memorandum of Understanding concerning cooperation in human resource deployment and development. More Filipino Workers from the health, agricultural production, hotel, and restaurant and construction sectors will continue to be in demand in Manitoba.

Secretary Rosalinda Dimapilis-Baldoz signed the MOU on behalf of the Philippines while Premier Greg Selinger signed on behalf of Manitoba in a simple ceremony in Makati City. The two officials later held a press conference to announce the MOU’s signing.

Mr. Selinger flew in to Manila not just to sign the MOU but also to lead a delegation of Manitobans that would like to explore trade, investment, and cultural cooperation with the Philippines. [Source]

Special Immigration Program for Pakistan Flood Victims?

One of my blog readers sent me an email asking for information on how to help his brother in Pakistan who have lost everything in flood in Pakistan. His brother doesn’t even have a place to live, he is staying in his friend’s house. He wants to sponsor his brother and his family so that they can legally live and work in Canada.

Canada's response to the flooding in Pakistan is focused on relief operations. Just last month, the Canadian International Development Agency (CIDA) disbursed $25 million to international partners and Canadian non-governmental organizations (NGOs) for that purpose. More information about Canada's response to the flooding in Pakistan here.

However, there seems to be no special immigration program for the flood victims in Pakistan. I've been searching Citizenship and Immigration Canada website but can't find any. If you want to sponsor your relatives in Pakistan, they have to meet the same standard requirement for all applicants under the following programs:

Federal Skilled Worker Program
Provincial Nominee Program
Family Class Sponsorship.

I'll update this post if I found information about Special Immigration Program for Flood victims in Pakistan.

ABS-CBN Bandila | Changes in the Immigration Regulation

ABS-CBN's Bandila, through Jenny Reyes featured a news story about Canada's Immigration Regulation on it's Sept 15, 2010 episode. She visited our office and talked to a colleague, Vangie Naron.

Is it really more difficult now to qualify under Canada's Federal Skilled Worker program? Is the new immigration regulation not favorable for the applicants?

Personally I would say it's better. The processing period used to be an average of 4 to 5 years. With the new regulations, it now only takes about 6-12 months. Isn't that better?

However, the new regulations limit the opportunities only to those whose experiences are included in the 29 High Demand Occupations, the priority list. Accountants, Med Techs, College Instructors are just some of those who are not included in the list. At first look, this may really be a bad news. But would you rather wait five years or just file your application when your occupation becomes a priority?

It's not totally a dead end for those not included in the priority list. There are other programs available like Provincial Nominee Program or through and Arranged Employment. If you have a job offer, even if your occupation is not included in the list, it is still possible to file a permanent resident visa application.

Just in case you received a job offer from Jordan Valley Medical Center, please be informed that Jordan Valley Medical Center does not exist.

Some unscrupulous recruiters are recruiting hospital workers (doctors, nurses, medical technicians, ambulance crew, drivers, etc.) for deployment to Israel but The Philippine Embassy in Israel confirmed that it is just a scam.

It has nothing to do with Canada but posted it here just the same to warn those who may have received similar offer.

How to write a job description

As a skilled migrant, the Visa Officer will look into your capacity to blend into Canada's economic workforce through your job description. The job description outlines all the duties and responsibilities handled by the prospective immigrant in performing his work. Job description is specific to each field and explains the purpose of each career. This the most vital document that the Visa Officer will examine.

How to write a job description?

Below is a sample of guide questions when you elaborate your job description. Avoid using essay form.

Keep financial records and establish, maintain and balance various accounts using manual and computerized bookkeeping systems.

  • How do you keep financial records?

  • How do you establish, maintain and balance your accounts?

  • Are you using computerized or manual system.

  • Post journal entries and reconcile accounts, prepare trial balance of books, maintain general ledgers and prepare financial statements.

  • How are entries posted?

  • How often are they posted?

  • How do you reconcile accounts?

  • How do you prepare financial statements?

  • Calculate and prepare cheques for payrolls and for utility, tax and other bills.
  • When and how do you prepare checks and payroll? Cite payroll software being used.

  • What are the requirements?


  • Complete and submit tax remittance forms, workers' compensation forms, pension contribution forms and other government documents.

  • Illustrate the process on how tax returns are prepared.

  • Specify other bookkeeping services done.

  • Prepare other statistical, financial and accounting reports.

  • What types of reports do you prepare?

  • Do you provide recommendations?

  • How often do you make the reports?


  • Tips on writing effective job descriptions

    1. Keep each statement in the job description crisp and clear.

    2. Always use present tense of verbs.

    3. Explain why, how, where or how often to add meaning and clarity. For instance, " Purchases office supplies on a weekly basis…"

    4. Omit unnecessary articles like "a," "an," and "the."

    5. Avoid using words that are subject to different analysis such as frequently, several, complex. Be specific.


    Last week, there's a vocational instructor who decided to attend our seminar, after her PR Visa application was refused. She's a vocational instructor for more than 10 years and did not seek help when she filed her application. The reason of refusal? She doesn't have enough work experience! It was due to the job description she have submitted.

    SCAM: Town Inn Suites Hotel - Toronto

    One of my blog readers sent me this email about an invitation from Town Inn Suites Hotel in Toronto. I'm not sure if there is actually such a hotel in Ontario, but the information that my blog reader sent me is enough to conclude that it is just a scam.

    Recently I received invitation letter from Town Inn Suites Hotel in Toronto Canada for visit in Canada to apply the Position of Receiptionist. In the letter it included Visa Application Form issued by Visa Application Form completed by 2 authorized signature.I should complete the visa application form.It recommended that the visa application form to be sent to cic.gc.canadianimmigration.ca@yahoo.com. And then the Canada Immigration Bureau in Ottawa Canada response my letter and suggest to send Invitation Letter drom Town Inn Suites and Accomodation Receipt. I have sent it to the Canadian Immigration Bureau in Ottawa Canada through e mail.The response from Canadian Immigration Bureau is order letter to contact Canadian Zonal Tourist Department to include the code number to verification.The Canadian Zonal Tourist Department has issued a letter which asking me to send a money as much as US$ 295 to issue authorization letter.In the letter it is stated that after apyment the receipt should be sent to Canada Immigration Bureau in the time no longer than 2 days after payment .And then the Canadian Immigration Bureau issued a letter include visa number and sent to Canada embassy in Indonesia by DHL to issue the visa

    I have reached the Canadian Zonal Tourist Department but not yet make a payment
    I am very worry about the procedure and the fee.This is my reason to contact you immediately

    Filipino Plaza in Vancouver


    Did you know that there is actually a Filipino Plaza in Vancouver? I just learned about it today when I saw it from twitter. Marieton Pacheco of ABS-CBN North America News Bureau wrote a story about at http://www.abs-cbnnews.com:

    The Filipino Plaza in Vancouver is one of the many multi-cultural parks developed in the area during the 1980s.

    Nelson Didulo was part of the Filipino Plaza committee of 1985 when government offered various ethnic groups lot area under the Expo Sky Train line in Vancouver.

    This was part of Transways BC's parkway program, a showcase of different cultural parks on the 26-kilometer path that parallels the Skytrain.

    Didulo said the community raised funds for the Filipino Plaza and decided to put a “sarimanok” near the park’s name.

    Minister Kenney to visit the Philippines

    Minister Kenney will have an official visit to Europe and Asia, including Philippines. This visit will focus on greater international cooperation on shared immigration concerns.


    In Manila, Philippines, Minister Kenney will also explain what the Government of Canada is doing to protect live-in caregivers, including giving them the most generous pathway to permanent residence in the developed world. He will also highlight that the Philippines has become one of the largest source countries of immigration to Canada. Minister Kenney will also seek government cooperation on the prosecution of crooked consultants and recruiters, many of whom victimize individuals who dream of immigrating to Canada as live-in caregivers.     If I'll have a chance to ask Minister Kenney a question, it would be this:
    What do you think will satisfy Visa Officers that an applicant have strong ties to the Philippines? Is there an objective measure here or just guts of the visa officer?

    This is in relation to a common reason why an applicant for work permit is being refused:

    You have not satisfied me that you will leave canada by the end of the period authorized for your stay because you have not demonstrated ties to the Philippines.

    Imagine receiving this reason for refusal after your 2nd application for work permit? I mean the applicant had been to Canada on a valid work permit, returned to the Philippines after the contract and applying again for another work permit.

    The thing is, there is no appeal process for Termporary Resident Visa applications. The recourse is to send another application or file a petition in a Federal Court in Canada. But who will do that?

    Updated Designated country/territory list for immigration medical exams

    If an individual is seeking entry to Canada for a period of greater than six months, and has resided, at any time during the one year period immediately preceding the date of seeking entry, for six consecutive months, in a designated country/territory, then he/she is required to undergo an immigration medical examination.

    Merry Christmas!

    Today is Sept 1, 2010, the start of the 'BER' months. It means the start of Christmas season here in the Philippines! So let me be the first to greet you a Merry, merry Christmas! That's a major, major greetings from Gateway to Canada! :-)

    And for those planning to file an application under Federal Skilled Worker program whose occupations are included in the list of 29 High Demand Occupations, September has another important meaning.

    The Ministerial Instruction issued on June 26, 2010 stated that Citizenship and Immigration Canada will only accept 20,000 application for the next 12 months - until June 25, 2011. A maximum of 1,000 applications per occupation was also set as a cap. They will stop accepting applications once the quota is reached.

    It is now September, 1 2010! More than two months have passed and we're now on the 3rd month since the Ministerial Instruction. Ever wonder how many applications were already accepted by the Centralized Intake Office?

    If you are still interested file an application under Federal Skilled Worker program, you must file your application NOW! You may only have 3-4 months window of opportunity before the program closes. Decide now while situation still favors you.

    File an application NOW and have a White Christmas everyday, not just during the ber months. ;-)
