Advisory on the Home Child Care Provider Pilot and Home Support Worker Pilot

Are Home Child Care Provider and Home Support Worker Visa holders required to get an OEC before they can leave the Philippines? 

Based on the Facebook Group and Group Chats of Home Child Care Provider Pilot and Home Support Worker Pilot Applicants from the Philippines, many of them were able to leave the Philippines even without the OEC. All they presented were the POEA Advisory No. 159. However, there are those who actually contacted POLO Vancouver and they were strongly advised to get the OEC and have their contracts verified by POLO via a POEA Licensed Recruitment Agency. 

We understand of course that these procedures are there to protect the Filipino workers. However, there is obviously a problem with the way these are being implemented. 

If OEC is indeed a requirement for Home Child Care Provider Pilot and Home Support Worker Pilot Applicants, why are some of them able to exit the Philippines without the OEC.

We sent an email to POLO Vancouver and will post update if and when we received a reply. One thing is certain though. We have a client who recently arrived in Canada without an OEC.
