How to Navigate the New OINP Employer Portal – A Step-by-Step Guide for Employers and Applicants (2025 Update)

The Ontario Immigrant Nominee Program (OINP) launched a new Employer Portal on July 2, 2025, introducing a more structured application system for Ontario’s Employer Job Offer streams. This update is particularly important for both employers looking to support foreign workers and candidates seeking permanent residence through Ontario's economic immigration programs.

Here’s a clear guide to help you understand and follow the new process.


Step 1: Employer Submits a Job Offer


The new system begins with the employer, not the applicant.

Employers must:


  • Register their business through the new OINP Employer Portal

  • Submit the details of the job offer for the intended position

  • Upload required documents and pay the applicable employer fee


After submitting the job offer, the employer will receive a Job Offer ID. This ID must be given to the applicant so they can register their Expression of Interest (EOI).


Step 2: Applicant Registers an Expression of Interest (EOI)


Once the applicant has the Job Offer ID, they must register an Expression of Interest in the OINP system.


Deadline: The EOI must be registered within 30 calendar days of the job offer submission by the employer. If the EOI is not registered in time, the offer may expire, and the process will have to restart.


Applicants will need to:


  • Log into their My Ontario account

  • Select the appropriate stream

  • Enter the Job Offer ID provided by the employer


Step 3: If Invited, Submit the Full Application


Applicants who receive an Invitation to Apply (ITA) will need to submit their complete application. The employer must also take additional action at this stage.


Employer Requirements:

  • Submit an Application for Approval of Employment Position

  • Deadline: within 14 calendar days of the date the ITA was issued


Applicant Requirements:


  • May begin preparing the application at any time within the 17-day window

  • Can only submit the application after the employer has submitted their portion

  • Must submit the application and pay the applicable fee within 17 calendar days of the ITA


Using a Representative


If you are using a representative to assist with the application:


  • The representative must be officially appointed and registered with OINP

  • Applications submitted by unauthorized or self-declared representatives will be withdrawn

  • In such cases, the application will be considered incomplete, and the application fee will be refunded

Important Reminders


  • The application file number is different from your EOI file number—make note of both.

  • Always use your My Ontario account to access the portal and manage your application.

  • Both employer and applicant must strictly follow the submission deadlines to avoid application delays or cancellations.
