British Columbia has introduced a new immigration opportunity for healthcare support workers through the Temporary Rural / Remote Health Support Initiative under the British Columbia Provincial Nominee Program (BC PNP).


This temporary pathway recognizes the vital contributions of workers who help keep healthcare facilities safe, clean, and operational in rural and remote communities across the province. While healthcare professionals such as nurses and physicians are often the focus of workforce planning, healthcare facilities also depend on support staff who provide essential cleaning and security services every day.

For eligible workers, this initiative may provide a valuable pathway toward permanent residence in Canada.


Why Was This Initiative Created?

Like many regions across Canada, rural and remote communities in British Columbia continue to face labour shortages in the healthcare sector. Maintaining healthcare services requires more than medical professionals alone—it also requires dedicated support workers who ensure healthcare environments remain safe, secure, and hygienic.


The BC government introduced this temporary initiative to help retain workers already

contributing to the healthcare system in communities where recruitment and retention remain challenging. By creating a pathway to permanent residence, the province aims to strengthen healthcare services while supporting workers who have demonstrated their commitment to these communities.


Who Is Eligible under Remote Health Support Initiative?

The Temporary Rural / Remote Health Support Initiative is specifically designed for employees working in eligible cleaning and security occupations for one of British Columbia's public health authorities.


To qualify, applicants must:


  • Meet the general BC PNP Skills Immigration requirements.

  • Obtain support from their health authority employer before applying.

  • Hold a regular, indeterminate, full-time position with an eligible health authority.

  • Work in an eligible rural or remote location in British Columbia.

  • Have completed at least nine consecutive months of full-time employment with the same health authority in an eligible occupation immediately before registering.

  • Continue working full-time in the same position throughout the BC PNP application process.

  • Demonstrate that they have met the BC PNP minimum income requirements during the qualifying period.

  • Have completed at least secondary school (high school) education.


It is important to note that the Express Entry BC option is not available under this initiative.


Eligible Occupations


Only the following occupations qualify under this temporary pathway:

  • Security Guards and Related Security Service Occupations (NOC 64410) Security personnel play a critical role in protecting patients, visitors, staff, and healthcare facilities.

  • Light Duty Cleaners (NOC 65310) Cleaners help maintain sanitary conditions that are essential for patient safety and infection prevention.

  • Janitors, Caretakers and Heavy-Duty Cleaners (NOC 65312) These workers ensure healthcare facilities remain safe, functional, and properly maintained.


Applicants must be direct employees of a participating health authority. Individuals employed through third-party contractors or external service providers are not eligible.


Eligible Health Authorities

Applicants must be employed by one of the following British Columbia public health authorities:


  • Provincial Health Services Authority

  • First Nations Health Authority

  • Fraser Health

  • Interior Health

  • Island Health

  • Northern Health

  • Vancouver Coastal Health

  • Providence Health Care


Before applying, workers must obtain formal support from their health authority employer. Each health authority has its own internal process for determining which employees it will support under the initiative, and support is not guaranteed. Applicants should contact their Human Resources department for guidance on their employer's process.


Rural and Remote Location Requirement

This initiative is intended to support healthcare services outside British Columbia's major urban centres. To be eligible, the employee's work location must be in a designated rural or remote area served by the supporting health authority.


Workers whose employment is located in the following regional districts are generally not eligible:


  • Metro Vancouver Regional District

  • Central Okanagan Regional District

  • Capital Regional District


However, certain islands within the Capital Regional District remain eligible, including:


  • Galiano Island

  • Mayne Island

  • Pender Island

  • Salt Spring Island

  • Saturna Island


This focus on rural and remote communities reflects the province's efforts to address labour shortages where healthcare workers are most needed.


The Nine-Month Employment Requirement

One of the key eligibility requirements is that applicants must have worked full-time, year-round, for at least nine consecutive months in an eligible occupation with the same health authority immediately before registering with the BC PNP.


Annual vacation leave generally counts toward this requirement. However, extended leaves such as parental leave, maternity leave, medical leave, or other absences longer than two weeks do not count toward the accumulation of the required nine months of work experience.


Additionally, work experience gained while studying in Canada, including co-op placements or employment performed under a study permit, cannot be counted toward the nine-month qualifying period.

Applicants must also continue working full-time in the same position while their BC PNP application is being processed.
