Changes to Canada's Internation Student Program, Proposed

If you are one of those planning to apply for Study Permit/Visa to enter Canada but with purposes other than to Study in Canada, think again.   New measures to prevent fraud in the International Student Program (ISP) were proposed  by Citizenship, Immigration and Multiculturalism Minister Jason Kenney few days before the end of 2012.

Citizenship and Immigration Canada (CIC) is proposing regulatory changes to limit study permits to students attending institutions designated by provinces and territories.  The proposed changes would address concerns that some institutions are providing poor-quality programs or facilitating, knowingly or not, the entry of foreign nationals to Canada for purposes other than study.

Under the proposed amendments, CIC would work with provinces and territories – which are constitutionally responsible for education – to develop a framework to designate educational institutions that will be permitted to host international students.  If a school is not designated, it would be able to continue offering programs of six months or less to foreign nationals in Canada on regular visitor visas. Visitors who wish to enroll in short-term courses do not currently require a study permit, and this would continue to be the case.

How to maka a Personal Study Plan

If you are planning to study in Canada, you need to have a Letter of Acceptance from a Designated Learning Institutions (DLI) in Canada. You also need to consider that not all DLIs are Post-Graduate Work Permit eligible. So your Choice of School in Canada is crucial if you intend to apply for Permanent Resident Status after completing your program. Equally important, of course, is how you prepare your Personal Study Plan to have better chance of Study Visa Approval.

How to maka a Personal Study Plan

Personal study plan is a description of your proposed program of studies as it relates to your academic, technical, or vocational background. It should be in a letter format addressed to the visa officer that must address the following:


  • Why you wish to come to Canada to study at the school and in the program for which you have been accepted;



  • What is your overall educational goal;



  • Why you are not pursuing less expensive alternatives in your home country (What are those alternatives? Have you investigated them?);



  • What ties do you have to your home country that will lead you to return home following your course of studies?



  • How will this Canadian diploma/degree increase your chances in the labor market in your home country?



  • In your Personal Study Plan, you may also mention details of your accommodation arrangements and how will you support your studies - sources of funds, etc. If you are not applying under Study Direct Stream, you need to explain clearly where your funds came from and you must submit supporting documents to show the sources and history of your funds.

    Canada Student Visa Application | Cost, Processing Time and Application Forms


    There's a blog reader who emailed me asking me how much would it cost to study in Canada. I thought of posting here my reply and related information regarding Canada Student Visa Application - cost, processing times, etc.

    First, you need to meet the eligibility requirements before you may file your application. To check your eligibility, read: Study in Canada: How to apply?

    Canada Student Visa Application Cost
    The cost you will incur varies depending on what program/course you will, where in Canada, how long, etc.

    To obtain your study permit, you must demonstrate that you will have enough money during your stay in Canada to pay for tuition fees, books, living expenses for yourself and any accompanying dependents, and return transportation for both yourself and your dependents.

    According to Citizenship and Immigration Canada guidelines in addition to the cost of tuition fees, you will require approximately $10 000 per year to cover your living expenses. If your dependents are planning to accompany or join you, you will require an additional $4 000 for the first dependent, and $3 000 for each subsequent dependent.

    A decision will normally be rendered within 3 working days. Please be aware that processing delays may occur if a medical examination, an interview or additional documents are required. It is recommended to submit the application 2 months before the intended departure date.

    Government of Canada makes it easier for international students to apply to work off-campus


    The Government of Canada is making all effort to address Canada's Labor Shortage. Just recently, it announced details of the proposed Canadian Experience Class.

    And now, they even made it easier for International Students to apply to work off-campus.

    Ottawa, September 3, 2008 — The Honourable Diane Finley, Minister of Citizenship and Immigration, today announced an on-line application system that will make it easier for foreign students to apply for off-campus work permits.

    International students can now complete, sign, pay for and submit their application online, anywhere and anytime in Canada. The system will only accept completed applications, thereby minimizing approval delays that result when incomplete forms need to be returned.[Source]

    Study in Canada: How to apply?

    To be eligible to study in Canada


  • You must have been accepted by a school, college, university or other educational institution in Canada.
  • You must prove that you have enough money to pay for your:

  • * tuition fees
    * living expenses for yourself and any family members who come with you to Canada and
    * return transportation for yourself and any family members who come with you to Canada.


  • You must be a law-abiding citizen with no criminal record and not be a risk to the security of Canada. You may have to provide a police certificate.


  • You must be in good health and willing to complete a medical examination, if necessary.


  • You must satisfy an immigration officer that you will leave Canada when you have completed your studies.
  • All applicants wishing to study in Canada must satisfy an officer that they will leave Canada by the end of the period authorized for the stay, that they will not contravene the conditions of admission (for example, that they will not work without prior authorization or waiver) and that they do not belong in a category of persons inadmissible to Canada under the Immigration and Refugee Protection Act.

    In reaching a decision, an officer will need to be satisfied that you :




  • have a valid letter of acceptance from an educational institution
  • have adequate funds available to you to pay for your tuition and living expenses while in Canada and to return to your country of residence
  • are in good health
  • are law-abiding and have no record of criminal activity
  • will not be a risk to the security of Canada
